Ok here's the deal.

For each server you allocate about 1 GB of RAM and 1 CPU core.

You have 2 CPU cores? You can run 2 servers only.

What the fuck made you think you can run 22 (???) servers is beyond me.

It is unusual for any empty server 1GB RAM and CPU consumption 1CORE.

So you'd rather have your CPU waste all of its power running servers that nobody is playing on? Right.

yeah you are right about the CPU part
however the ram consumption will still be pretty high for a vanilla empty just-started server. So your cpu usage actually comes from your system chaotically using the page-file (or swap if you're linux) and not the servers themselves.

I can this problem be resolved?
Low CPU consumption by increasing the amount of RAM?

I'm using Windows.
