Server laging with best system

Hi
how much CPU and memory 23 servers cs 1.6 needs?
13% CPU, 1Gb memory and all servers is empty But Ping after increasing the server too much.
What solution do you propose?

No, 1GB RAM is free and 13% CPU.

Even if 1 GB is free, check your page file usage. Just because 1 GB is free doesn't mean the OS isn't swapping memory to the disk.

Increase the RAM?
Or
Add a virtual server and move half the CS 1.6 servers?

The server has 6000mhz CPU and 2Core.
Each empty server occupy 10% of the CPU ! ( Each server empty = 600mhz CPU! )
Is this normal?
