SI Bot Limit Manager

This plugin only supports Coop gametypes.

This plugin gives server owners the ability to set a pre-defined
SI bot limit, which will be constantly enforced, and checked,
based on a configurable time delay.

Server admins also have the ability to edit the random chance of
each SI being selected and spawned.

SI Config Range Rules
1.) One of the minimum ranges must = 1.
2.) No minimum/maximum may share the same value with another
minimum/maximum.
3.) There is no range on the maximum of the highest range.
4.) Setting min/max to 0 for a category will make auto spawn skip that SI.
