My server can't display sprays.
When you spray, you can see for yourself, but others can't see it. All they can is hear the spraying sound effect.

Here are my settings:
decalfrequency 60
sv_allowupload 1
sv_pure 0

I went on other servers, but I can't seem to find a server where spray is working.

with their directory over hall, have you tried going back in your settings and reimporting it? Your seeing other players sprays?

From the information i gathered, no one can see sprays on my servers either.

It not work this moment (after steampipe conversion).
But if you want see your own spray.
Copy all *.dat files from ...cstrike\download\user_custom\xx\ -folders
and paste in ...cstrike\downloads\ -folder
*Do this in your game.
