This "too many player talk in one time, can lag my server" thing can happen on the CSS servers too?

How come steamtools can't be used instead of DHooks? It doesn't seem very well maintained and most everyone already uses steamtools.

SteamTools and DHooks do different things.
Many things that DHooks can do, SteamTools cannot, and vice versa.

The most recent version of SteamTools doesn't even support CS:S.

EDIT: and if you have mistaken and actually mean VoiceHook, then it has already been done and is ready for release, but the same issue still exists with VoiceHook not supporting CS:S. The newest version will use either VoiceHook or DHooks, depending on which one is available (it prefers to use VoiceHook, however).

When you return false; in OnClientSpeakingEx it doesn't do anything.

we recently tried this plugin and it did not work. since it has so many dependinces it's hard to tell where the problem is. nothing in error logs midn you.
