Currently i use for my server this:
3.16.0-4-686-pae #1 SMP Debian 3.16.39-1+deb8u2 (2017-03-07) i686 GNU/Linux
it has CONFIG_HZ=250
But sometimes when there 32 players there alot latency on the server.
It has 1gbit port.

I wanted to reinstall and install Centos latest with 1000hz? But what you think i shoud use ubuntu? stay on debian? change this kernel? or centos?

You should use the one that you are most familiar with. The performance difference should be negligible.
