CONFIRMED: Critical Hits Modifier on TF2 servers FIXED! Had to update Source-Mod to latest "snap-shot" build and restart the server.

Have an Override to restrict who will set a target? Only Admin can set a target, players only can use sm_crits 1 and automatic receive crits to yourself.
