Requesting a plugin for: CSS

I want to request the coding of a wave system, that will allow players to respawn every X amount of seconds after the first death in a particular team. In the centre middle, there should be a box with the wave times shown for both teams. When the wave time hits 0, or at the start of a round, the wave time should indicate "All Alive"

I originally had planned this idea to be that when all players are dead before the next wave comes, the round ends appropriately. However, if anyone who can code this for me wishes, maybe an option to avoid round end when everyone dies, to simply wait for the next wave to respawn.

Also, a few minor things that would be useful as well with such a plugin:
1. No sounds (it can get annoying)
2. Players that have just joined (within 1-2 minutes of a round start) should be respawned automatically or should initiate the wave timer
