[TF2] Taunt plugin request

So, idk if this would be easy to make... but i'm looking for a plugin that you can block a taunt and you can set an admin flag to be able to use that certain taunt.

This isn't the same... what I want is a plugin that restricts certain taunts, doesn't give taunts.

The same internal method that can be used to force them can likely also be used to block them.
