after changing the access to admin only and flag c...admins with flag c can still not access the menu

WELL I CAN ACCESS THE HATS AND WEAR THEM, THE PROBLEM IS I SET IT ONLY FOR ADMINS AND OFFICIALS BUT SOME PPL JUST HAVE IT HOW IS IT PASSABLE?

i have some problems i cant get this working when i install the hat plugin and run server i try type /hats and the menu will open but no hats is in the menu :O wtF?
