f2p players ARE allowed to host servers. They just can't register them for quickplay traffic and any of Valve's other special offerings.

I so understood it for servers which are made which allow to open achievement climb special programs it is not obligatory to be registered Counter-Strike Global Offensive to download it is necessary login and the password of the account
