The switch to spectator for TF2 arena is outdated. As tested with Rothgar it doesn't work properly when tf_arena_use_queue is set to 0.

Any chance you can test the version attached below and see if the switch to spectate is now working on arena maps?

A guess based on several other threads, maybe this plugin is not yet compatible with the new syntax of SM 1.7.

Maybe you can try using "stock" instead of "void".
