Yes.
The thing is: Everybody in the team of the hostage killer should be able to hear the command, and enemys standing close shoud allso be able to hear it (emit_sound). But if a teammate stands close he hears both the command the "spk" way and the "emit_sound" way and then is sounds wierd.

Try reproduse similar situation in real life and you'll get almost the same thing.
