I'm not experiencing that issue. However I noticed I may have put the wrong file in the first post.
Please test the version below and let me know if this resolves the bugs that have been reported.

I am also experiencing this issue on my server, might just be me being stupid as always but it seems that non ranked players can do !warp 1 to get into a VIP Room with Flag a :/
