No idea if already known here, it seems to be working since november.
Without -threads

With -threads
Stopping 0 worker threads

4 threads. 1,103,640 ticks
Note that cmd line -threads 5 is specified

That's it, you have extra threads for networking processing.
To improve the performance of your game server you can also execute sv_parallel_sendsnapshot 1 as well,
but note that CPU utilization of the server increases with this command execution.
Please note also that it is not correct to perform the tests with bots since they have nothing with networking processing and you need actual players to see performance differences and more relevant results.
threadpool_affinity, net_queued_packet_thread, sv_occlude_players, host_thread_mode some of them not working and some have just nothing with server optimization.
