No Graffiti

Just a super simple plugin which prevents players from spraying graffiti, useful for servers which don't change maps to help prevent lag.

would it maybe be possible to give graffiti a maximum lifespan? this way they're not disabled and they don't lag the server perhaps.

Graffiti does have a maximum lifespan, not sure what it is but it begins to "degrade" then eventually disappear after a while.
