I know it's a little weird but I'm not using motd
For this reason, loading specific files is essential for the client

There is way around it like saving all user SteamID that connected to server to a file and read it to precache the bmp everytime you load a map. (The first map that player join, it won't count since the file haven't precache)
But the number of file that need to precache will fill up after awhile which will lead to the infamous "Limit 512" error.

I think what you're trying to do isn't possible, there is no known way to show images on screen through the server other than a hacky one with WeaponList or setting the sprite in a v_ weapon model. Both of these would "work" if you want to show some static data, but it seems like you want to show actual scores. To do what you want you would use motd pointing to an url and let the site handle the stuff for you instead of the server.
