At least what I know,
Scoreboard use player rate(s) setting in calculation.
Example when player set
cl_cmdrate +66 or
cl_cmdrate 1 it will start show wrong "latency".
Even you restrict players rates to minimum value from server (sv_mincmdrate 66),
server not change players convar value (cl_cmdrate). It can be any value
Console ping cmd works as it should, time to server.
