Well after having a look, the only 2 timers which are passing a client index instead of a userid/serial, only manage advertising, so it's really not important.
VieuxGnome stayed really close to the CS:S version.
Maybe there's something wrong in what was changed at round_start / round_end events, but apart from that, I don't see what could be wrong.
I don't know CS:GO enough to help you more.

You shoulkd ask VieuxGnome to check again!

I have not been able to get this betting mod working on my CSGO server. I have other plugins that work just fine after uploading them and changing the map. Sm Plugins shows that it is loaded... This is on a fresh server with the latest sourcemod and metamod.

Any input would be greatly appreciated.

EDIT: Works perfectly on CSGO, I totally forgot about the translation files. Thanks anyway.

I've had a look at the source code for the latest version (2.7.1) and it seems that round_end event triggers immediately after bomb defusal (and possibly bomb detonation). This means that if a player bets after the bomb was defused ('bet ct all') the bet would go through because the plugin thinks that the bomb has not been planted (we set b_gBombPlanted = false in round_end). Also there is no explicit detection for bomb defusal.

This probably doesn't answer the question specifically, but it certainly resolves an ugly edge case I was having on my public server.
