Add in your map cfg file:

amx_pausecfg stop pluginname.amxx

You can either use pause instead of stop (but i recommend stop):

amx_pausecfg pause pluginname.amxx

Thank you all for the help. I finally got it working. I was creating a subfolder called plugins instead of naming the file plugins-map name.ini
