You have cl_disablehtmlmotd to 1 and for that reason webshortcuts plugin dont work for you
Please, put this in your console: cl_disablehtmlmotd 0

Those cl_ configuration variables are client side, and has nothing at all to do with server.cfg ...

BUG:
I used the command !forum to open a 800x600 web browser in game for the link
The link opened, but when I close it once, after that I can't open anything else like !google for google.com or !fb for facebook.com ... just like the plugin stopped working.
Please check .

Your link is breaking the games motd browser. It's got nothing to do with this plugin.

plugin not working anymore in my server, errors in log, just type the word and the motd doesnt pop up
