I was wondering whether a VPS (1 Core, 1 GB RAM, 1TB bandwidth) would be enough to run a single cs 1.6 server. The server is simply a public server with basics of amx and some additional plugins which are not heavy.
I was thinking Ubuntu 14.04 for the task.

If not, then what would be the max slots I could run it at?

I've ran ultimate furien mod on a 512 MB Ram & 1 core 1.0Ghz with no lag.
An extension of +10k lines of code and a few +2k's.
All cleared up memory, less programs on background to free up some space. Slots: 32

You can perform anything you want. Casual mode will highly increase fps since there's nothing to fancy.
