That is the "MOTD", can be found in cstrike/motd.txt, its the first message that appears when you join a server, if you want to have a special one, you must have soe knowledge in HTML language,if you do then just open the file(motd.txt) and change it, remember, its like an HTML page, but saved as a *.txt.
