All? No. Any CS:S plugin that utilizes BitBuffers has to be edited to support ProtoBuf, otherwise they will fail on load. Otherwise any plugin using certain entities that no longer exist or weapons that were left out obviously won't run correctly as well. Beyond that, many of them function well enough.
