My problem was solved like this...
in "gamemode_deathmatch.cfg" or yours may be another.. EXEMPLE: gamemode_casual.cfg, gamemode_competitive.cfg e etc..

add command line:
bot_join_after_player 0
bot_quota 0

And remove all the files I'm going to quote:

bot_waves_rush_a.cfg
game_sounds_bots.txt
botprofilecoop.db
botprofile.db
botchatter.db

My problem was, when a player entered the game then the bot would came in.
Sometimes it came in and out and my plugin accused the bot was on the server.
When I removed the files neither the message nor the bots appeared on the server.
