several plugins use vault to store data over the mapchange, but in an default installation of amxx there is no vault.ini in configs (but amxx points to them)

Is it needed to create this vault.ini manually or should amxx be able to create it by themself?

u could, but also it gets created by amxx if needed.

What is vault.ini's primary function and how would you go about creating it?

it stores information that plugins might need and they retrieve it back later. i.e. for super hero mod it stores steam_id's and XP / heros for each player for warIII it saves steam _ID + race + xp etc. and u create a simple txt file and instead of save as text you save as vault.ini

they do in a way, they use .dat and its supposedly more efficient.....
