It surprises me there are no plugins yet to give yourself or another player grappling hooks. I know there's console commands and everything, but that would set it public for everyone.

Is there anyone that could make a plugin for this?

Use the (TF2Items) give weapon plugin on yourself?

If you want to give it for donors or others, you can write a wrapper plugin that checks for special status and then gives the player the item.
