Hello. I have hl2 sdk 2013 downloaded, but it looks like I don't have the full source.

I did full text search for g_ClockSpeedSecondsMultiplier, but I don't see it being set anywhere.

Also about vstdlib, I found a bunch of headers and a .lib file, but nothing else.

tier0 folder is even emptier there. (actually no, it's the same as I have, looked at the wrong location)

what exactly was reverse-engineered there?

Enough to do what we need for SourceMod. You can compare it to Valve's official repository if you care to see what's different.
