Hello how are you, is there a way to put the map of the parish at night? or is it impossible to put on at night?

Customize the config for that map, change skybox, map lighting etc. Is there a specific issue you're having?

I don't see the sun. If you mean the sun lighting up the map, well that's part of the map. You could use "light_style" "a" (command "sm_maplight a") to set the map textures to black and you won't see the sun shadow on some textures, not all will update.

Can I make this plugin passive, meaning that it is not active or running in any way on the server, and activate it myself whenever I want? How can I do this?

I want the plugin to be inactive and only use it in-game when I choose to. How can I achieve this?

Use the following cvar command /cvar l4d2_storm_allow 1 and make sure to set the cfg file below to 0 in the cfg/sourcemod folder.

But yes, make sure to disable the plugin by default first as DARG367 mentioned.
