I installed source mod and plug in but whenever I try to local host my friend that join stuck in loading and the bar doesn't move. I've tried sv_consistency 0 and turn all my addson off but to no avail. any help?

If your friend is on the same internet as you, then this sort of thing can happen sometimes.
Just wait a couple days and it will work again. Worked for me and an old friend of mine.

If your friend is not on the same internet, you'll need to do some port forwarding or use a tool like Hamachi. https://en.wikipedia.org/wiki/LogMeIn_Hamachi

both stay at main menu for 5 secs
then join server same time
