I can't seem to be able to edit goomba_dmg_lifemultiplier and goomba_dmg_add in the server.cfg

I set them to

goomba_dmg_lifemultiplier.5
goomba_dmg_add 0

but nothing happened. it only changes if, in game I type

sm_cvar goomba_dmg_lifemultiplier .5
sm_cvar goomba_dmg_add 0

but it resets on every server restart.
