You can guess, but there's no reason it can't be -2 or +5 or +1 for some and +3 for others. It just depends how many virtual functions that they added and removed and where, between CBaseEntity, CBaseFlex, CBaseAnimating, CBaseCombatCharacter, CBaseMultiplayerPlayer, CBasePlayer.

If it's a required update, a new file will be made there shortly after. SM Devs also get a notification on irc when an update is detected and new file added. It's the same system mentioned
here.
