Put it in <game>/addons/sourcemod/plugins then do "sm plugins refresh" in rcon

Where do I save it to (I'm on a mac)

I don't seem to have an "addons" folder for tf2.

I found where I'm supposed to download it to, but how do I access the the "rcon" and what is it?

You need dedicated TF server to use this plugin.
You can't launch it on Client
