Is there a way to move the !admin menu from the "Escape Menu" style to the in game "AMX" style menu? Or would it have to be remade?

Either SM isn't set up to do that on the mod you are playing or the mod you are playing doesn't support AMX style menus.

What mod are you playing?

it is Zombie Panic source and it does support in game menus.

Have you updated your GameData files?

I think support for ZPS was added a while ago

If you look in gamedata/core.games.txt and look for

/**
  * Which games support ShowMenu?
  */

If the mod folder isn't listed below under #supported, try adding it. You might have to bind your slot keys (slot0 - slot9) if the mod doesn't already have them bound.

If the mod doesn't support that function, the server will probably crash.

I'd like to add a note to the devs and other sourcemod users, zombie panic source (zps) supports the radio-style(amx style) menus.

if you wanna add it to the defaults...
