Unicode support in hlds don't allow you to write arabic properly because they made unicode for russian and chinese not for arabs so if you want to fix it on this hlds i will tell you the problem.

I can edit any plugin and add arabic to it but i speak about client and chat between players.

You use an site to write all this things no real support try to write in side the game and you will know.
No steam not supported here.
