.wad files download perfectly fine for me in Day of Defeat (which uses the same engine).

Anyway, maybe this bug exist only in CSTRIKE.

for the time being, not to be stuck with default maps, you can use maps that have the wad files compiled inside of them, most of the newer ones should be like that already
I'm not sure if that can be done post compilation tho(take bsp and add wad inside it)

Yes, you can edit textures inside BSP with QuArK.

the only way you can download .wad is using a fast DL.
And yes, this is a valve issue already reported by me a long time ago.
No responce from valve and still no other way that using a fastDL as a workaround.

Furthermore, he make fix as ASI file.
