A lot of people are mis-interpretting that statement: They're removing it, however the functionality of it being on will remain.

Meaning: It will permanently be 1 without option of change.

I do too honestly...there's quite a few bad practices going on because the execution of commands on clients was allowed...

Maybe they feel like they are too restricted as to what they can make a client command, since server administrators have (I mean.. had ) power over that.
