engclient_cmd is server sided, it cannot be blocked by clients
it also can not be blocked by blocking the function it triggers in plugins ( ex returning handled/supercede )

Fun fact : most of the bypass spread was done by the actual valve github. People just had to check google for bypasses and first result was github, people just had to sneak around... xD

the situation regarding those abuses is exactly the same as before the update.
