could you give me all location of those random hud messages all over the screen
like welcome to half-life dedicated server
or this server is using amx modx
i know where some of them but not where all of them could you point me ?

Only permanent bans are stored in the files. SteamID bans in banned.cfg and IP bans in listip.cfg

ok thanks and what if I use plugins like eoxlent real time bans will i have to delete those cfg files ?

If you are using another plugin to manage your bans, you will need to review the documentation for those plugins. banned.cfg and listip.cfg are only used by the HLDS banning methods
