cant find it in scripting
i mean in admincmd it doesn't seems to got noclip stuff

My guess is you might want to look into AMX Super. That's as far as I'm going to help you, you need to learn this on your own.

Your noclip will conflict with your MOVETYPE_FLY, since get_user_noclip() checks if your move type is MOVETYPE_NOCLIP.
Changing it to MOVETYPE_FLY obviously takes away you having noclip, and then the move type is reset to MOVETYPE_WALK since MOVETYPE_FLY is not a move type the engine wants the player to have.
