i can make menu, But i can give it access like this. thats the problem.

Perhaps you should try searching and reading a little bit. If you know how to make a menu then you're probably familiar with the menu tutorial. This tutorial has an example of how to disable options based on conditions that you specify (this method is called "callbacks").

In the callback function, it can be as simple as a single access check and returning either ITEM_DISABLED or ITEM_IGNORE based on the the access check.
