^That's right, but you have to cmd "app_update 90 validate" multiple times to fully install it; Do you know how to install ESF mod?

You shouldn't install a server via SteamCMD into the steamapps directory. The server that you get from SteamCMD is a standalone server. The files that go into your steamapps directory are for the client game.

You should install from SteamCMD to any other folder on your computer.
