They obviously had to, how else could they make the changes? (e. g. increased precched limit)

Doesn't Valve have a published HLSDK?

I know I can adjust the edict/entity limit in Source SDK by modifying this line to make it use more than 11 bits (Source has a 2048 (or 2^11)entity limit).

The SDK is for mods. Changing some of those shared values in a mod would make it incompatible with the underlying engine, leaving it unable to be run.

Should be unapproved. It doesn't meet the criteria needed for 2014 (present) and/ or Windows 7, 8 and 8.1.
1080p TVs, Multi-display and AMD Eyefinity/ NVidia SLI technologies are not supported.
As I wasn't able to play it, if the FPS value differs a lot from the normal one for HL1 approved games, it will definitely be unapproved as Cry of Fear.

I do not recommend it and I mean it.

Ofc the game isn't that good. Nexon objective is to get more users knowing and playing the original cso, wich is much better than this retard version.
