How to enable motd when player connect? they can't see motd window when connected..

I Want to change the skins because is generating errors on the server, and anyway i want to change the skin of the zombie, but i dont know how i can do this, because the sourcemod/config/zp/ doesn't exist anymore...

PS: I am using CS:GO
