Since this plugin uses the client preferences to store its data you can simply query the db for all muted / gagged players. I'm not sure how to query the db through a plugin since my sourcepawn skills are basic.
Same for me after Map Change Players are unmuted
Hope someone can fix it :=)

Are you sure that you are using /pmute and not /mute ? The plugin is working fine for my servers (SM 1.8 and SM 1.9)

* The choice of what to use - ClientPref or KeyValues (USE_COOKIES in source file (.sp). Default USE_COOKIES true)
* Support for up to 64 players
* Сode optimization
* Used phrases from basecomm
* Display mute time on PermaMute status menu

Can you add so that you have a period of time?
Example:
!pmute <player> <1month, 1week, 1day, 12hour, 30min, 30sec>
