I added votekick and voteban to the override for public access(in this case no flags)
but when clients try to target someone else, it says You cannot target this player and nothing happens.
Even the player cannot target himself
I already have set the immunity mode to 3
"sm_immunity_mode" = "3" ( def. "1" ) singleplayer - Mode for deciding immunity protection
which allows a player to target other player when they both have no immunity.
