I no there is a command to make people execute commands, but i couldn't find it. could some one make or redirect me to a command like that and also a command that makes people say stuff that's not a command. like i make someone say hi in team chat

This should be what you're looking for. If you wanted someone to say something in team chat, you would do sm_fexec "say_team hi!" or similar.
