I'm just making an assumption, but maybe you should put all the admin tags in alphabetical order? That may be the problem.

Well hold on, check the server console when the map changes or restarts, see if any admins ar loaded from the users.ini. It'll say somehting like [ADMIN] 3 Admins loaded. or something. If it does that, then it's somehting in your format, and also show us what happens wih amx_who, if your an admin or not.

l is amx_rcon, which should NOT affect anything that has to do with not being able to use a menu. =\

Well I don't know I am notmuch of a computer person. So I guess i just wont use amxx just stick to rcon and hlsw well thanks i guess see ya

What is that :

I am not an expert on amxx but you got a messed up line in the first line of your users.ini Maybe that is your problem?
