well, after messing up with libs and hitting apt-get clean an the end server managed to stard, and it seems to be stable. I have no idea what was causing that.

app_set_config is NOT used for CS1.6. Try reinstalling the server without using it

app_update 90 - installed only hlds, without any mod. app_set_config 90 mod cstrike actually made steamcmd download hlds/cstrike folder with all content.
Thats not my 1st instalation of hlds so i was quite suprised to not get /cstrike/ folder in hlds after app_update 90 validate. Made it a good few times. After app_set_config 90 mod cstrike /cstrike/ folder was downloaded thru steamcmd.

All seems to work now just fine. I dont have clue what changed to be fair.

Read the Valve wiki for SteamCmd. To get it to download correctly, you need to run it multiple times. CStrike does NOT use the app_set_config line
