A friend of mine and I are interested in starting a community server that runs these 3 movement mods in CS:GO but we don't even know if it is possible. So is it?

If it is, how would we go about to do it?

Yes. Get familiar with mapconfigs https://forums.alliedmods.net/showthread.php?p=607079
Then load/unload plugins based on what you want and add them to the configs
